Establish teacher exchange system

Recently, in order to strengthen the social construction of Shenzhen Special Economic Zone, improve the level of ensuring and improving people’s livelihood, and strengthen and innovate social governance, the social construction working committee of the Standing Committee of Shenzhen Municipal People’s Congress organized the drafting of the regulations on social construction of Shenzhen Special Economic Zone (draft for comments) (hereinafter referred to as the draft for comments), which has five chapters and 73 detailed rules, and is soliciting comments publicly.

Among them, the draft for comments puts forward a series of improvement and reform measures in terms of compulsory education and housing security, including standardizing school operation funds, implementing University District enrollment, establishing a teacher exchange system, improving the reference price of second-hand housing and establishing the reference price of rental housing.

In addition, the draft also proposes to expand the number and coverage of inclusive kindergartens, explore and carry out primary school summer trusteeship services, build an infant care and care system, establish a layered care and care model under the age of 3, and further improve the relevant systems in the fields of social security, elderly care, education, social welfare and private education.

Shenzhen will establish a teacher exchange system for compulsory education schools

Since this year, cracking down on school district housing speculation has been one of the important work of local regulatory authorities, especially in first tier cities with tight educational resources. Shanghai and Beijing have tried to break the school district housing mechanism by means of “educational reform” in the direction of educational equalization this year. The draft also improves the enrollment policy and balances educational resources.

In terms of public education, the draft for comments puts forward three points:

The Shenzhen Municipal and District People’s governments shall promote the balanced development of compulsory education, implement the standardized allocation of equipment and facilities in compulsory education schools and the unified allocation standard of school operation funds per student, and establish a long-term mechanism for adjusting the allocation standard of school operation funds per student.

Fair and reasonable policies should be adopted in the education departments of Shenzhen and district to optimize the enrollment policy of compulsory education, and consider factors such as registered residence, residence time and social security years.

Shenzhen Municipal and district education departments shall implement the management mode of University District enrollment and school running, establish a teacher exchange system for compulsory education schools, and improve the co construction and sharing mechanism of high-quality educational resources.

In short, this new deal starts from three aspects: standardizing school operation funds, multi factor enrollment policy and teacher exchange system of compulsory education schools, so as to reasonably and evenly allocate educational resources, optimize educational structure and promote educational equity. At the same time, Shenzhen has also cracked down on school district housing speculation in the way of “education reform”.

In March this year, the Education Bureau of Longhua District of Shenzhen revised the list of points for admission to university districts in the stage of compulsory education in Longhua District of Shenzhen (Revised Draft) (Draft for comments), which improved the standard calculation of admission points, additional points for University districts and single districts, etc. And on this admission policy, we further put forward the implementation of the university district system. We will clearly calculate the enrollment points through household registration, residence time and social security years.

With regard to the teacher exchange system in compulsory education schools, Mao Zhenhua, CO director and professor of the Institute of economics of Renmin University of China and chairman of zhongchengxin group, once said that the inequality of education will cause great obstacles to the adjustment of income distribution in the future. For example, the housing problem in school districts will make it easier for the rich to get better education, One solution is to adopt a teacher rotation system in the same region, such as once every three years, so that the educational resources of famous schools will be more evenly distributed.
