Where is the “repetition student” way?

The 2021 college entrance examination has just come to an end. Many candidates are still immersed in the joy after the exam, preparing for the next voluntary application. Some candidates have failed in the college entrance examination and are preparing to fight again in the senior year. However, a few days ago, the Chongqing Municipal Education Commission issued a notice: prohibiting public high schools from enrolling repeat students, which aroused public concern.

Where is the "repetition student" way?
At a time, public opinion formed two factions. One side believed that repetition students should squeeze the resources of fresh graduates and should be prohibited; the other side believed that repetition gave candidates a new opportunity for “temporary failure”, “abnormal performance”, and “filling in the wrong wishes”. allow.

The regulations prohibiting public high schools from enrolling repeat students have aroused widespread discussion. What is the purpose of such strict regulations? Can I repeat it later? Where to repeat?

Many provinces and cities successively issued public high school enrollment bans for repeat students

In fact, before Chongqing, Sichuan, Yunnan, Guizhou and other places also issued similar policies. For example, the Guizhou Provincial Department of Education issued on April 20, 2020, the “Notice on Regulating the Enrollment of General Primary and Secondary Schools”. Article 8 clearly states that it is strictly forbidden to recruit repeat students in public general high schools.

Also in April 2020, the Sichuan Provincial Department of Education issued the “Notice on Regulating the Enrollment of General Primary and Secondary Schools in the Province in 2020”, requesting to strengthen the management of enrollment plans, which clearly stated that “provincial demonstration general high schools shall not hold recurring classes. Schools that hold repeat classes must strictly register student information.”

In October 2019, nine departments including the Yunnan Provincial Department of Education and the Yunnan Provincial Development and Reform Commission issued the “Measures to Reduce the Burden of Primary and Secondary School Students in Yunnan Province” (hereinafter referred to as the “Measures”). The “Measures” are divided into 35 articles, which clarify measures to reduce the burden of primary and secondary school students from four major aspects: standardizing school-running behavior, strict management of off-campus school institutions, family performance of education guardianship, and strengthening of government management and supervision.

Among them, in the burden reduction measures to regulate school-running behavior, it is mentioned that “regular high schools are not allowed to recruit loan students or school-choosing students, and public regular high schools are not allowed to recruit repeat students.”

The Chongqing Municipal Education Commission’s notice mentioned that as early as 2002, the Ministry of Education’s “Notice on Strengthening the Management of Basic Education” (Jiaoji [2002] No. 1) clearly stipulated: “Public high schools in various places shall not occupy normal schools. Educational resources hold repetition classes for high school graduates, and they are not allowed to recruit high school graduates to retake classes.” The Ministry of Education has reiterated this provision many times since then, and the Municipal Education Commission has also issued relevant documents, proposing relevant provisions to resolutely implement the requirements of the Ministry of Education.

Why is this policy introduced?

For what considerations the Chongqing Municipal Education Commission issued this regulation, Chen Zhiwen, editor-in-chief of China Education Online, said: Chongqing’s move ostensibly started from the perspective of maximizing the benefits of educational investment, that is, it is not possible to invest public resources for repeat students. However, behind the scenes, more is to curb the abnormal and unfair competition of public middle schools by recruiting more repeat students, curb the wrong evaluation system behind them, create a better education ecology, and allow the fair distribution of educational resources.

In response to the change in the nature of repeat students, Chen Zhiwen pointed out that in the last century, repeat students were more likely to repeat in order to enter the university, and they were students with poor academic performance. Now, the repeaters are more students who have been admitted to the university with very good scores, but because of unsatisfactory, they gave up the opportunity to go to university, and fundamental changes have taken place in order to go to a better university.

And there are more and more such students. Why do more and more students who are admitted to the university repeat? From the perspective of middle school, more and more encouraging behaviors have appeared under the incorrect evaluation of the baton. In terms of scores, especially high score candidates, the rate of 985/211, and even the Qingbei rate, evaluates the popularity of secondary schools, so secondary schools everywhere encourage and even reward repetitions. For students who repeat high scores, not only are tuition fees waived, but different rewards will be given according to the scores of the college entrance examination. The higher the score, the more rewards, and finally higher rewards will be given according to the results of the repetition.
